Can equal work justify equal pay for different designations?

Can a state government appoint part-time staff in the Education Department until the retirement age of 60? The earlier appointees were called "Physical Teachers", and the current ones are designated "Physical Education and Health Instructors", although both perform the same duties and hold the same qualifications. Are these instructors also entitled to the same salary under the principle of "equal pay for equal work?

If two positions involve the same work and qualification, but salaries are different, it may violate the ‘equal pay for equal work’ principle.
