Can I claim promotion delayed due to regulatory changes?

On the recommendation of the Bihar University Service Commission, I was appointed as a Lecturer at SKM University, Dumka, Jharkhand in 1998. I was promoted to Lecturer (Senior Scale) in 2004. My next promotion to Lecturer (Selection Grade) was due on 30th October 2009. However, the existing regulations regarding promotions expired on 31st December 2008. The Jharkhand Government only notified new regulations—called the Career Advancement Scheme, 2010—on 15th December 2022. In view of this inordinate delay in framing the new regulations, can I seek a judicial remedy and claim my promotion based on the earlier regulations?
