Can two chargesheets be issued for same incident?

Sir/Madam, I work in the Railways as a Commercial Clerk. I received a chargesheet for two counterfeit tickets (dated 11.09.2019 and 13.09.2019) on 15.10.2020. Now I’ve received another chargesheet for three more tickets dated 21.09.2019. Both chargesheets are based on the same vigilance inspector’s report. Is this allowed under the rules?

You cannot be punished twice for the same incident. If both chargesheets are about the same case or inspector’s report, you can challenge it as double jeopardy. Submit a written reply and ask for clubbing of both charges. If needed, approach the Central Administrative Tribunal (CAT) for protection of your job rights.
