Can you explain the third point in the government's reply?

The Tamil Nadu government’s MRB board recruited doctors (Assistant Surgeon post) for 1021 vacancies. They conducted an exam for 16,000 applicants and issued appointment orders on February 6 for the 1021 vacancies. Out of those, around 190 candidates did not join their allotments, and 280 candidates are on the reserve list, waiting for an appointment to fill the unfilled vacancies. Meanwhile, some eligible doctors approached the court to request an increase in the notified vacancies, and the court asked the government to consider this.
