How a disabled dependent request for transfer?

I am a Divyang dependent of a central government employee whose father was transferred, disrupting my treatment, rehabilitation, and education for the past year. Despite my father’s request for re-transfer under DOPT guidelines, the office is ignoring it. Can I file a case against the head of the office to protect my rights? Also, if my father is hesitant to approach CAT due to the office’s vindictive attitude, what are my options?
