Not given seniority after regularization—what legal step next?

I am a Group A officer in Defence, Government of India. I was appointed on an ad-hoc basis in 1999. In 2000, I filed a case at CAT, Allahabad, and in 2001 CAT ordered regularization. The department challenged it but withdrew their case in 2015 and regularized me. However, they gave me fresh appointment status instead of granting seniority. CAT later ordered all notional benefits from the initial date except salary arrears. Yet, I only received pension and increments. What should I do now?

Since CAT directed notional benefits from your initial appointment, you are entitled to seniority and pay scale from that date. File a contempt petition or execution petition before CAT, Allahabad, to enforce the order. You can also approach High Court if the department is deliberately ignoring the judgment.
