What action can be taken for sexual harassment and transfer issue?

I am a government primary teacher in Hamirpur, Uttar Pradesh. I have been sexually harassed by the senior headmaster. I filed a complaint regarding the harassment, but the employer did not take any serious action against the headmaster. Subsequently, I applied for a mutual inter-district transfer. Although the transfer was granted, it was done without following the rules set by the state government.
