What are my legal options for career advancement?

I have acquired MBBS, MD, and DrNB Cardiology degrees. I completed my MBBS and MD from government colleges in Himachal Pradesh, and my DrNB (doctorate) in Cardiology through the NEETSS All India exam, without a sponsored quota seat. The government issued an NOC after I completed my MD, along with a 60 lakh cheque and a 7-year bond agreement. However, I am still working as a Medical Officer, while my MD batchmates are Assistant Professors in medical colleges. I am struggling to secure a vacant post for Cardiology Assistant Professor. I am the only cardiologist for four districts. What legal options do I have?
