Can fake birth certificate fraud be reported through Zero FIR?

I submitted my birth certificate for passport verification, but during the process, it was found to be fake. My daughter applied for a passport in Mumbai, but her parents are from Uttar Pradesh. She contacted an agent in Uttar Pradesh who took ₹300 and provided a fake birth certificate. This certificate was submitted to the police but was later confirmed as fake. The police advised her to go to Uttar Pradesh, file a complaint against the agent, and submit a copy to the Mumbai police. She then obtained a genuine birth certificate from the district authorities and submitted it to the Mumbai police, who verified it as genuine. Now, the police are asking her to file a complaint against the agent who provided the fake certificate. Since the fake certificate was sent online via WhatsApp and payment was made through Google Pay, can she file a zero FIR in Mumbai, or can she submit an affidavit instead?

You should file a Zero FIR at your nearest police station in Mumbai since the fraud happened online. Include WhatsApp chats and Google Pay proof.
