Can I buy property if will conditions not fulfilled?

My father wrote a will with certain conditions. The will was not registered but was notarized and signed by two witnesses. The conditions mentioned in the will have not been fulfilled. Can I purchase the house and give my sister the share value as mentioned in the will? However, my sister is demanding more money and has filed a suit. Please advise.
