Is the bail procedure correct if the case is delayed?

An FIR was registered in October, and I received ABA in January 2024. After bail, the IO visited for panchnama and later asked me to visit the police station for the bail procedure with witnesses. Following the process, the IO handed a letter stating that the investigation is complete, and I need to be in court for the bail process next week. For the past 3 months, there was no update online regarding the case. After 3 months, I received a similar letter stating the investigation is complete, and I need to be in court on 6th May. I visited the court, and the clerk stated the case gets filed when I bring witnesses for the bail process. Is this the correct procedure?
