Is it legal for the institute to deduct transport allowance during maternity leave?

I work in a central government institute located in Raipur. Since I have availed maternity leaves, the institute has deducted transport allowance (TA) and DA on TA from my salary. Kindly guide, if this is under law or the law says that the complete remuneration shall be paid?

According to government service rules and the Maternity Benefit Act, transport allowance and DA should not be deducted during maternity leave as it is treated as paid leave, and you are entitled to receive all allowances that you would normally receive while on duty. You should file a written representation to your Head of Department citing the relevant Office Memorandum from Department of Personnel & Training (DoPT) which clearly states that women employees are entitled to full pay and allowances during the entire period of maternity leave.
