What should I do if my harassment complaint is ignored?

I have filed a harassment complaint against my manager, who, along with HR and seniors, is trying to force me out of the organization by deliberately building an under-performance case against me. The organization does not seem to be taking the harassment complaint seriously. The manager is now saying that I filed the harassment case because of under-performance, while, in reality, it is the other way around.

If your harassment complaint is not being taken seriously by your organization, escalate the issue by sending a written complaint to higher authorities, such as the HR department or a government labor authority.
