Can I legally cover public drainage outside house compound?

I am currently employed in Oman. We purchased a house in Peyad, Thiruvananthapuram, Kerala, which is outside the corporation limits. There’s a large drainage channel running along the edge of our compound. A small part of it near the gate is already covered with concrete slabs to allow vehicle entry. If we cover the entire drainage with concrete slabs at our own cost, like the government usually does, will there be any legal issues?
