What are the legal guidelines for CSR activities with Panchayats?

We would like to work with Block Panchayats in Ernakulam. We plan to place 15 fellows in each block panchayat and Cochin Corporation for SDG localization. These selected students will be trained under CUSAT, SLATE, and Sophia University Japan. The selection process and management of the fellows will be handled by the RAAR component of SLATE. The fellows will provide free consultancy to the Panchayats in each block. Is this allowed under my company’s CSR activities?
