What legal options do I have if I paid for internship?

Is it legal to pay lakhs of rupees only for an internship certificate? I never signed any bond or paper. They only referred to it as my offer letter. They took money from me to join the company but never mentioned this fee at that time. After six months, not a single promise has been fulfilled, such as being assigned to a project, learning from real-time tickets, or getting FTE.
