What can be done against delayed RC renewal?

My car's RC was due for renewal by 28/02/2024. I visited the District Transport Office (DTO) on 21/02/2024, but the RC renewal was held up because the PUC fuel norms were not updated in the DTO portal. I submitted an acknowledgment letter requesting the norms to be updated to complete the process on time. However, the department took 14 months to update the norms, which delayed my RC renewal. As a result, I had to pay a penalty of ₹7,000 due to the department's fault. I filed a plaint in the Consumer Forum, but my application was rejected at the outset, stating that it was a tax matter and outside the purview of the forum. What should I do next?

Dear Client, File a writ petition under Article 226 of the Constitution before the respective High Court, challenging the penalty of rupees 7000/- and claim compensation for the delay caused by the District Transport officer despite the timely action taken on your part.
