Can I file a complaint against police misconduct or abuse?

"My residence or the theft spot is under the jurisdiction of Jaitpur Police Station." I am a complainant from Meethapur, School Road, my I.O., along with some police officers, came to my house after I called 100. However, they arrested me instead of the thief and detained me in the police station for more than four hours. I requested over 59 times to speak with the duty officer, any senior police officer, or the SHO, but each time I was rejected with threats. Additionally, they took my mobile and put it in their pocket. The CCTV footage at Jaitpur Police Station can be checked for verification of these events, as this is not an allegation but the truth. I humbly request that action be taken regarding this matter, as I have faced similar issues multiple times in the past, including 7-8 months ago, and even 3-4 years ago.
