How to act if someone faces home harassment?

My sister-in-law lives alone. She has hired a house-help. These days, she is not working and has kept her two daughters with her without informing us. On top of that, she has a relationship with a man unknown to us who frequently visits the house and pressures her for money. I don’t have much information as I am unable to visit her. Could you please guide us on how to proceed in this situation? Is it possible to file a case for harassment or burglary, as we also suspect that some items are missing?
