How to report scam and recover money from fraudster?

I have been scammed and cheated by a person who claimed to be from a Gurudwara. He convinced me to transfer a large amount of money, saying it was for needy children and made false prophecies to gain my trust. I already requested the bank to reverse the transaction, but they were unable to do so. How can I file a case against this person or request the authorities to freeze the scammer’s account? What steps can I take to report this issue and possibly recover my money?
