How can I resolve issues with my VRS application and salary?

I am a Group B Central Government employee seeking assistance regarding my VRS application and subsequent actions by my office. On 06.03.2024, I applied for VRS, intending to retire on 04.06.2024 after 33 years of service. Despite submitting the required proforma, I received show cause notices in mid-May, and my May salary was stopped without any formal order for unauthorized absence or disciplinary proceedings. From mid-March to 04.06.2024, I was assigned to election duty in another city but was not given any work. On 04.06.2024, I was informed that my VRS application was incomplete as it lacked a Qualifying Service Certificate, No Dues Certificate, and the HOD's recommendation, which, as per Rule 30 of CCS (Pension) Rules, should be issued by the Head of Office. Consequently, my VRS application was halted, my salary stopped, and my DTE bills, pending for the last two years, remain unpaid.
